What you get

Québec, handled by Sero

QPP instead of CPP

Québec employees contribute to the Québec Pension Plan, including QPP2, and SeroPayroll calculates it in place of CPP.

QPIP and reduced EI

Québec Parental Insurance Plan premiums are withheld and EI is calculated at the reduced Québec rate.

RL-1 slips

SeroPayroll produces RL-1 slips alongside T4s. RL-1 is slips only: you transmit them to Revenu Québec yourself.

HSF and CNESST

The Health Services Fund contribution and CNESST are tracked among the employer levies.

TPZ-1015 remittances

Québec source deductions follow Revenu Québec’s remittance form and calendar, apart from the federal PD7A.

Payroll in Québec is two payrolls at once

A Québec employer deals with two tax authorities. Federal income tax and EI go to the CRA, with the federal tax reduced by the Québec abatement. Québec income tax, QPP, QPIP and the Health Services Fund go to Revenu Québec on form TPZ-1015. Every pay stub has more lines than in any other province, and the year ends with both T4 and RL-1 slips.

SeroPayroll was built with Québec as a first-class jurisdiction. It calculates QPP and QPP2 instead of CPP, QPIP premiums, EI at the reduced Québec rate and both income taxes, with rates stored as data so annual changes are updates rather than code. Remittances are scheduled separately for the CRA and Revenu Québec on each authority’s calendar.

We are specific about one limit. SeroPayroll produces RL-1 slips but does not transmit them electronically to Revenu Québec, so you upload or file them yourself. T4 slips are produced as CRA-ready XML. Filing readiness checks run before year-end, so missing information surfaces while there is still time to fix it.

Employer contributions: HSF, CNESST and more

Québec employers pay into the Health Services Fund (HSF, or FSS) on total payroll, at a rate that depends on payroll size and sector, and they pay CNESST premiums for workplace health and safety coverage. SeroPayroll tracks HSF and CNESST among its employer levies, keeping the base for each so the year-end summary reconciles.

Larger employers also have obligations such as the workforce skills development contribution, and every employer owes the labour standards contribution through the RL-1 Summary. Speak to us about your payroll size if those apply, so we can be precise about what SeroPayroll calculates for you and what you add. We would rather say that plainly now.

QST, GST and the sales side

Québec charges the 5% GST and the 9.975% Québec sales tax, a combined 14.975%. For most Québec businesses, Revenu Québec administers both taxes, so GST and QST are often filed together but remain separate taxes with separate input tax credits (GST) and input tax refunds (QST). SeroBooks keeps each in its own account and reports them separately in the Sales Tax Centre.

One rule matters for restaurants and bars: Québec requires many of them to record sales through a sales recording module (SRM, or MEV) certified by Revenu Québec and to print mandatory bills. If you run a Québec restaurant or bar, talk to us before choosing SeroPOS so we can be clear about how it fits that requirement. For retail counters, SeroPOS runs in French and charges GST and QST per item.

Labour standards and statutory holidays in Québec

Under the Act respecting labour standards, overtime is paid at time-and-a-half after 40 hours in a week. Vacation is two weeks (4%) to start and three weeks (6%) after three years of continuous service, which is earlier than in most provinces. SeroPayroll accrues vacation by Québec’s schedule. Overtime can also be replaced by paid time off at the employee’s request, at the same premium.

Québec has eight statutory holidays: New Year’s Day, Good Friday or Easter Monday at the employer’s choice, National Patriots’ Day in May, the Fête nationale on June 24, Canada Day, Labour Day, Thanksgiving and Christmas Day. Holiday pay is 1/20 of wages earned in the four complete weeks before the week of the holiday, excluding overtime. The Fête nationale falls under its own act and has distinct rules for when June 24 lands on a Sunday.

Montréal, Québec City and across the province

Sero serves Québec remotely from British Columbia. SeroPayroll’s interface is available in English and Canadian French, SeroPOS supports French among its 16 languages, and our support runs by phone, email and in-app chat. There is no Québec office. Phone support runs on Pacific hours, which means midday through evening in Montréal.

That covers retailers in Montréal and Laval, wholesalers in Longueuil, manufacturers in Sherbrooke and Drummondville, and service firms in Québec City, Gatineau and Trois-Rivières. SeroPayroll starts at $25 USD a month for up to 10 employees, and SeroBooks Pro at $300 a month puts Québec payroll inside the same ledger as sales and inventory.

Frequently asked questions

Does SeroPayroll handle QPP and QPIP?

Yes. For Québec employees SeroPayroll calculates Québec Pension Plan contributions, including QPP2, in place of CPP, withholds QPIP premiums and applies the reduced Québec EI rate. Québec income tax and remittances to Revenu Québec on form TPZ-1015 are handled separately from the federal side.

Can SeroPayroll file RL-1 slips?

SeroPayroll produces RL-1 slips, but it does not transmit them electronically to Revenu Québec. You file or upload them yourself. T4 and T4 Summary slips are produced as CRA-ready XML, and filing readiness checks run before year-end. Check Revenu Québec’s current filing method for your slip count.

What is the sales tax rate in Québec?

Québec charges 5% GST plus 9.975% QST, for 14.975% combined. Revenu Québec administers both taxes for most Québec businesses. SeroBooks records GST and QST separately, tracking GST input tax credits and QST input tax refunds in their own accounts. Both are reported separately in the Sales Tax Centre.

Is SeroPayroll available in French?

Yes. SeroPayroll’s interface is available in English and Canadian French. SeroPOS also supports French among its 16 interface languages, so cashiers and managers can work in the language they prefer. Pay stubs, slips and remittances follow federal and Québec rules whichever language you work in.

Can I use SeroPOS for a restaurant in Québec?

Québec requires many restaurants and bars to record sales through a sales recording module certified by Revenu Québec. Please contact us before choosing SeroPOS for a Québec restaurant or bar so we can explain clearly how it fits that rule. Québec retail counters do not have that requirement.
