HAPSET: Newfoundland and Labrador’s payroll tax
Newfoundland and Labrador levies the Health and Post-Secondary Education Tax (HAPSET) on employers whose annual remuneration paid in the province exceeds an exemption threshold. Employers under the threshold pay nothing, and those above pay a percentage on the amount over it. Associated employers share a single exemption, which catches out owners with more than one company.
SeroPayroll lists NL HAPSET among the employer levies it handles. It keeps running provincial remuneration by pay run so you can see your total against the current threshold and calculate the tax for your return. Rates and thresholds are stored as data, so a provincial budget change is an update rather than a rebuild.
HST and the sales side
Newfoundland and Labrador charges 15% HST, 5% federal and 10% provincial, filed with the CRA as one tax. SeroPOS charges it at the counter, SeroBooks charges it on invoices and tracks input tax credits on purchases, and the Sales Tax Centre totals what you collected and what you can claim back.
Many NL businesses buy from suppliers on the mainland and sell to customers across the Atlantic provinces. When you ship to Nova Scotia, the rate is 14%; to Ontario, 13%. SeroBooks picks the tax code from the customer’s province, and landed cost lets you add freight and ferry charges into inventory cost so margins reflect what product actually costs on the Island.
Labour standards in Newfoundland and Labrador
Under NL’s Labour Standards Act, overtime is due after 40 hours in a week, and the statutory floor is 1.5 times the minimum wage rather than 1.5 times the employee’s regular rate. Many employers pay more by policy. SeroPayroll writes overtime the way each statute writes it and lets you apply your company rule on top.
NL’s statutory holidays are New Year’s Day, Good Friday, Memorial Day (July 1, also Canada Day), Labour Day, Remembrance Day and Christmas Day. St. Patrick’s Day, Orangemen’s Day, Regatta Day in St. John’s and Discovery Day are government or civic holidays rather than statutory ones for private employers. SeroPayroll pays the statutory six and lets you add the others as company holidays.
- Overtime: after 40 hours, floor of 1.5 times minimum wage
- Six statutory holidays, Memorial Day on July 1
- Employer levies: WorkplaceNL and, above the threshold, HAPSET
- Vacation pay accrued in dollars by length of service
